HOWARD D. NEAL
Howard D. Neal is a member of the California and District of Columbia bars and has practiced law since 1973, emphasizing business law, wills, trusts, real estate, and computer law. He opened Neal & Associates Attorneys in the Montclair Village District of the Oakland hills in 1986, previously practicing with Landels, Ripley & Diamond in San Francisco, and Covington & Burling in Washington, D.C.
Mr. Neal has been a member of the American Bar Association and its Section of Real Property, Probate and Trust Law since 1978. He is a past chair of the Trust Committee of the Estate and Trust Section of the Alameda County Bar Association. He is a frequent speaker on estate planning and the pros and cons of use of living trusts to avoid probate and his articles have been published in the SF/LA Daily Journal, ABA Legal Economics, Legal Automation News, and The Computer Law Journal.
Mr. Neal received his law degree from Boalt Hall at U.C. Berkeley and his undergraduate degree in political science from Stanford University. He holds an (av) rating from Martindale Hubbell.
STEVEN S. MIYAKE
Steven S. Miyake is a member of the California bar and has practiced law since 1984, primarily in business and construction litigation. He has been associated with Neal & Associates since 1991, previously practicing with litigation firms in San Francisco and the East Bay.
Mr. Miyake is active with the Alameda County Volunteer Legal Services Corporation, serving as a pro bono attorney in real estate and business litigation.
Mr. Miyake received his law degree from Hastings College of Law of the University of California and his undergraduate degree in politics from the University of California at Santa Cruz.
BARBARA E. SCRAMSTAD
Barbara E. Scramstad has been a member of the California Bar since 1992. Prior to obtaining her law degree, Ms. Scramstad earned bachelor’s degrees in both French and Political Science from California State University, now Cal State East Bay, spending a year abroad in Aix-en-Provence, France. In May 1992, she graduated from McGeorge School of Law in Sacramento.
Ms. Scramstad is a member of the Contra Costa County and Alameda County Bar Associations, as well as the Trusts & Estates and Family Law Sections of the State Bar. She volunteers her time at the Contra Costa County Family Law pro per workshops, teaching family law litigants without attorneys how to prepare the legal paperwork to obtain a divorce. She also accepts appointments by the court to act as Minor’s Counsel, representing children, primarily in family law cases. Ms. Scramstad has lectured on issues of dissolution, domestic violence, and child custody. In addition to family law matters, she handles trusts & estate matters, including drafting estate plans, trust administration, guardianships, and probate litigation.
Always community conscious, Ms. Scramstad has been a volunteer staff member of the Leukemia & Lymphoma Society’s Team in Training program since 2003. As a member of Team in Training’s S.F. Bay Area Walk Team, she has completed numerous marathons and half marathons, while raising funds benefitting those patients and their families who are battling blood cancers.
Phyllis Drummond is the office manager and primary paralegal professional at Neal & Associates. She has been with the firm over 15 years, and she has developed her expertise primarily in the areas of estate planning and small business formation. She is very familiar to all our clients as a valued source of assistance.
